Recently, all over the city have carried out special law enforcement inspection on the safety of Open-pit Mining. A total of 33 enterprises were checked in this special action, which covered the whole open-pit mines. 105 problems and potential dangers was detected;19 orders for rectification within a prescribed time limit were issued; 2 on-site disposing decisions was issued and 2 mines was suspended for rectification.
Through comprehensive examination and random investigation, problems existed in some surface mines, such as over-proof gradient of mining roads, not enough road blocks, ineffective road intercepting drains, etc. Besides, the earth dam, the road interception drains, and the road blocks of the dumping ground were not built in standards as designed. Some mining companies didn’t pay enough attention to the occupational health of the workers, and the occupational hazard element examination, declaration and evaluation did not meet the standards. The technical works in some companies were not fully implemented; most of the technical workers in surface mines were employed from outside the company, thus some technical works within the companies were unimplemented. For instance, the technical drawings were not updated timely, the mining operations were not standard and authorized, the height, width and gradient of the steps used uniform settings, etc.
For the next step, all counties should enhance the supervision and management of occupational health, urging the mines with permits to complete the evaluation of occupational health situation and the occupational hazard declaration, etc. as soon as possible. If the mining companies in construction has not implemented the ‘three “meanwhiles” ’ of occupational health facilities, they should be supervised and urged to do so. Meanwhile, they should enhance the supervision and management of technical work safety of surface mining, supervising and urging the companies to implement the standard operation process (individual design) authorization and technical disclosure, making sure that the height of the steps, the width of the platform and the gradient of the slope can all meet the standard of the safe operation. They should also supervise and urge the companies to survey and map the mine drawings according to mining works and to put them on the wall, at least once every six months.
