In the morning of September 27th, the three major state-owned operating enterprises including Liandu District Construction Investment Company, District Travel Investment Company and District State-owned Company were listed, and Du Xinglin, Secretary of the district Party committee and member of the Standing Municipal Party Committee, and Chen Hao, deputy secretary of the district Party committee and the District head, unveiled brands of the enterprises. Wang Shiqiang, member of the standing Party committee and executive vice mayor of the District, hosted the opening ceremony.
At the unveiling ceremony, Du Xinglin, on behalf of the district Party committee and the district government, expressed congratulations on the opening of the three companies.
Du Xinglin said, the establishment of the three state-owned operating enterprises indicates that the market-oriented reform of state-owned enterprises in Liandu district has taken a solid step forward. It is a practical result of deepening the reform in an all-round way and an important step in the history of the development of Liandu. The whole region, from top to bottom, should seize the strategic opportunity of the new round of state enterprise reform and continuously enhance the vitality, control power, influence, and ability to resist risks of the state-owned economy. It is necessary to give full play to the important role of state-owned enterprises in the high-quality development of Liandu district.
At a subsequent forum, Du Xinglin listened to briefings by the three companies. He emphasized that all companies should understand the importance of transformation and development from the overall situation and strategic height, and deeply understand the lofty mission and historical responsibility they shoulder. We must manage the relationship between the market and the government. The work undertaken by the state-owned operation enterprises is an extension of the government's functions. In accordance with the reform orientation determined by the central government, they should adhere to the market orientation, ensure the preservation of state-owned assets, resolutely prevent the loss of state-owned assets, promote the sustainable development of state-owned capital, funds and resources; they should properly handle the relationship between supervision and assessment and independent operation and establish the market’s subject status of state-owned enterprises according to laws, ensure that the state-owned enterprises operate independently according to laws, and improve the allocation and operation efficiency of the state-owned capital. At the same time, they should also strengthen the government's supervision function. For those should be regulated, they should employ scientific management and for those that regulation is not necessary, they should de-centralize the power in accordance with the law and never offside, so as to effectively improve the scientific and effective supervision and assessment; they should deal with the relationship between reform and innovation and undertaking entrepreneurship. They should strengthen learning, dare to innovate, actively explore, and further enhance the level of professionalism of the teams; they should take entrepreneurship as a foothold so that the state-owned assets will be well managed, revitalized and value-added, and serve the central work of the district government.
